The Shortcoming is an Egyptian drama film exposing systemic corruption inside a government ministry. A capitalist has ensnared male employees in a bribery scheme, using them to falsify import permits in exchange for kickbacks. When three freshly graduated women join the ministry, each finds herself on a different path in navigating the corrupt environment. One is assigned directly to the office handling the forged permits, and her colleagues immediately try to recruit her into their racket. The film is a pointed critique of institutional corruption, moral compromise, and the pressures placed on those who dare to stay clean.
